What have you tried?
No issues temporarily disabling it for me.
I disabled adblock plus on wgom.org. Noscript shouldn't be blocking anything. I tried disabling it, and no difference. I'm on 23.0.1 and my plugins are up to date.
It isn't a plugin. Look in the address bar for a shield. Click the shield and you can disable the mixed content blocking.

so, this is really effing annoying. You can disable the blocking temporarily, but not permanently or for a session. Every time the page re-loads, you have to re-disable. Stupid.
It appears there's no way to whitelist sites or easy way to permanently disable it. That seems to be a notable oversight in implementing this. You can go into about:config and toggle an option to disable it.
