I think I recognize this Charles Bradley from Homicide:LOTS. He had a different name then though.

Spook, have you seen Across 110th Street? An underrated slice of 70's cinema featuring Kotto and Anthony Quinn as policemen in Harlem trying to stop a mob war--shot entirely on location. Gritty and (semi)realistic with a dynamite score by Bobby Womack.
