If I were to be sent to a winter league for development, I think Australia would be a the top of my list. It was an awesome place.
If I was choosing just based on location, I'd agree with you. My impression is that the quality of competition is not as high in the Australian League, though, so if I was choosing for development as a player, I'd probably choose the Dominican League. I'd have said the Venezuelan League, but I think I'd have too many concerns about safety there.
Seeing as how I'm not terribly good at actually playing baseball, Australia seems perfect.
