   If the first flip is heads, there are three outcomes. 1 - HHH (a 25% chance HHH wins) 2 - HTT or HHTT (a 37.5% chance TT wins) 3 - HTH or HHTH (a 37.5% chance the game restarts) -- This option doesn't affect the probability, since it starts the game over in the same condition it started (with one heads flip on the board). Similarly, if the first flip is tails, there are three outcomes. 1 - TT (a 50% chance TT wins) 2 - THHH (a 12.5% chance HHH wins) 3 - THT or THHT (a 37.5% chance the game restarts) -- This option doesn't affect the probability, since it starts the game over in the same condition it started (with one tails flip on the board) So if the first flip is heads, the probabilities are 60% TT wins and 40% HHH wins. And if the first flip is tails, the probabilities are 80% TT wins and 20% HHH wins. Since those probabilities are equally likely, the probability that TT wins is 70%.
