The Twins' radio booth saw right away that the Twins had been charged with a mound visit. If they saw it, someone on the Twins bench should've seen it, too. Although I will give Rocco credit for keeping the argument going long enough for Sands to get warmed up.
When I'm talking to fans at the games, you would not believe how often they mention Rocco pulling the starters out early, the consensus being that our bullpen is not nearly deep/good enough to make that strategy ever work.
The consensus does not appear to be wrong. I would point out, though, that the Twins don't seem to be outliers on pulling starters early.
League average is 5.2 IP/GS, or 84 pitches per start. The Twins are down to 4.8 IP/GS and 78 pitches per start, both 14th in the league. Only the Rays are lower. They have the greatest number of starts with fewer than 80 pitches (67) and the fewest number of starts in the 80-99 range (47).
If average is less than five and a third, and the twins are a little over four and two-thirds, that tells me there's not a huge difference among most teams. Similarly, if average pitches is 84, and the Twins are at 78, that would seem to indicate there's not a huge difference there, either.
I think it is an organization level issue. They haven't developed enough relief talent and haven't spent $ to keep what they've had. Then they rely on the bullpen for 50% of the innings.

I got the attachment that turns an Instant Pot into an air fryer. It works well, but the vessel is too small to get enough food in there to use for a family of 4. So, I end up almost never actually using it.
We got a Cuisinart toaster oven/air fryer for Christmas and we like it quite a lot. Which reminds me that I've got chicken wings in the freezer that should get used up.
