Increasingly what was once considered a civil case when IPTV services were shut down is now considered a criminal case. In the United States, laws were recently changed to make running an IPTV service a more serious crime. Over the last few years, multiple IPTV owners have faced jail time and fines after being prosecuted under the new laws.
I had to look up what an "IPTV service" is. So at least I learned something.
I took it to mean converting cases that used to be civil into criminal as the issue. I guess it makes sense. I take $20 from the till and it's criminal. My employer takes $20 from my paycheck and it's civil.

I can report that Olsen’s Bake Shop in Omaha's Little Bohemia has vaulted itself into the top three doughnut spots in my lifetime, behind Bloedow's in Winona and Marie's in Sacramento.
mmmm, Bloedow's. I'm not a donut fan, but I never turned those down.
When a place has been making something the same way, with the same equipment, since the 1920s, I smile and let them take my money.
Prices went up since my last visit, but the doughnuts were still a screaming deal.
I was there when Krispy Kreme came in and failed spectacularly
That was right around Krispy Kreme’s peak hype, too. Winonans have tossed away too many local institutions over the years; I was pleased to see a trendy national chain take one right in the teeth from the locals for once.
I wonder how much influence over commerce there are the transient 18-22 year olds. I know they decent political influence, which pisses off some locals
When it comes to doughnuts, probably a fair bit. But the locals are notorious for not supporting local restaurants that haven’t already been around for decades. (And even then, the Hot Fish Shop went under while I was still living there.)
Older Winonans prefer to drive elsewhere to eat their nicer meals and will complain about any local place that has slightly higher prices reflecting the labor market, even though they have to burn at least as much cash driving somewhere else for prime rib, fish fry, or whatever.
