Is it Thin Lizzy, or is it Gary Moore backed by Lynott? That looks like Moore on guitar.
Moore introduces it by saying the prior song was his new single, "Back on the Streets."
Thin Lizzy recorded it first, but with Robertson. Moore then recorded it with Lynott for Moore's solo album, Back on the Streets. That puts this in 1978.
It's a Lynott composition that first appeared on Johnny the Fox in 1976. And that's Brian Robertson introducing the song. Scott Gorham is the guitarist in the white shirt. Gary Moore isn't on stage.

Huh. I could swear that the guitarist says "Back on the Streets" was the preceding song and "his new single." And he sure looks like Moore, but đ€·ââïž.
(I read up on the song's history. Seems like Lynott kind of screwed his band mates over on co-writing credits for it).
This seems definitive that it is Moore. Here is the preceding song from the same appearance.
I see there is another youtube posting of the "Don't Believe a Word" performance that labels it "Gary Moore and Friends." 1979.
Well I'll be darned. I never paid much mind to Moore-era Thin Lizzy because he only appeared on one record, the 1978 release Black Rose. (I didn't realize he had been in the touring band briefly in '73 after Eric Bell quit and Robertson and Gorham were hired.) In my defense, I did watch this initially on my phone and Robbo and Moore do kind of look alike.
Still, fine internet sleuthing on your part. Mea culpa.
