I thought about that, but he moved to Florida when signed at 16. Furthermore, Berlin's average lows are 28-32 °F. Looking up how much snow they get and it's not much, something like a foot for the entire winter. I leaned toward no, but I think borderline.
My dividing line would be whether the player still experiences cold weather in the winter of wherever he lives.
